Title spells it out...
but again:
Does anyone know where to find a good English-Romanji Dictionary or Translator?
(And while I'm asking, what does Oniwaban mean?)
(I know, I should just go ahead and learn spoken Japanese so I don't need to look things like this up all the time, but I don't have the time right now to learn another language.)

Here is what I use:
The Japanese-English Dictionary Interface (JEDI). (http://poets.notredame.ac.jp/cgi-bin/jedi-inon) It can translate English into both Kanji and Romanji and vice versa.

Cool! thankyou very much.
Hmmm...niwaban does translate to "Guard of the Inner Garden"
But what does the "O" sound preceeding it mean?

"O" is commonly attached to words to make the honorific, or polite, form. What is the usage of this word? It's hard to make much of it just from this romanji.

I don't know for sure, but I'll bet any money that he's talking about the Oniwaban Group, the gang of ninjas hired by Konryu Takeda to find Megumi in Rurouni Kenshin.
