No, I just heard about it on ABC News
Even they seemed to not know much about it

It must be new then...hold on I'll look.
Well here you go:
From abcnews.com:
Worried that war in Iraq could lead to terrorist reprisals at home, the Department of Homeland Security raised the terror alert one level to orange, or "high," Monday night and called for an increase in security measures nationwide.
Calling the effort "Operation Liberty Shield," the department deployed extra Border Patrol officers, stepped up patrols at seaports, airports and nuclear power plants and safeguards over the nation's food supply, officials said.
Separately, the FBI acknowledged increasing surveillance on Iraqis and others in connection with the attacks.
The department also called on governors to deploy National Guard troops or extra state police to protect key public facilities.
Ehh, just seems like there just increasing security measures to me. Though I don't see why they had to give it a name. It just seems like standard stuff to me when the terror alert is raised.

How do you protect a country of this size??? The US is the 3rd largest country on Earth in both area (9,629,091 sq km; note: includes only the 50 states and District of Columbia, not Puerto Rico or its other 4 territories) and population (280,500,000 in the 2000 Census).
The US is about half the size of Russia; about three-tenths the size of Africa; about half the size of South America (or slightly larger than Brazil); slightly larger than China; about two and a half times the size of Western Europe. The US is the world's third-largest country by size (after Russia and Canada) and by population (after China and India).
How do you protect that much area and that many people? It just seems like an IMMENSE job for me. You could call back the entire US Military -- from wherever they are in the world, send them back to the 50 States and District of Columbia -- and we still wouldn't have enough manpower to blanket cover the US with airtight protection. How do they do it, or at least appear to do it? I would assume they start by choosing their protective sites carefully (population centers, military bases, supplies of food, water, raw materials, and factories, etc.). Anybody else know any details on how to protect a country like the US from terrorism? Such a task is daunting to me... :(

The United States is fourth in area (3,618,365 sq. mi.) I believe, behind China (3,705,386), Canada and Russia. The US is ahead of Brazil (3,286,470), the next in line. The US is third in population (267,954,767 by these figures), behind China and India. Indonesia, with 209,774,138, is next. PS, did you know the populations of Pakistan and Russia are compatible? (132 and 147 million, respectively). I'm just full of these things!

Nope, I'm pretty sure that the USA is the fourth largest in area - that's just the lower 48, DC, and the two "freak states" (I love that term). It doesn't include Puerto Rico or the few other territories it owns.
Russia is #1. I don't know the exact figure, but it was TWICE as big as Canada before the USSR broke up. Now it's just 1.5 times the size. Still pretty freakin' big.
Canada is #2.
China edges out the USA at #3.
USA is #4.
The only other countries that can come close in size would be Brazil and Australia. And Antarctica...if that were a country. Who has jurisdiction over that land, anyway? Is it 100% neutral?
Anyway, it's never possible to completely protect a city, state, province, or country, no matter how big or small the size and population may be. Seriously though, I don't think this new level of risk would change my life at all - even if I was living in the US. I'd still be more worried about being mugged on the street or hit by a car than terrorists attacking.
Most crime in any country is usually caused by its own citizens, not by other countries; it's just the international conflicts that usually garner more attention, because they're more often on a grander scale.
