Does anyone remember the first Cartoon Cartoons that came out with Dexter and Powerpuff Girls that didn't make it?

You mean from the "What A Cartoon Show"? If so, then I can only remember "Yoink of the Yukon".

(I think that only the cartoons that did become series are called Cartoons Cartoons.)

Yucky Duck (by Pat Ventura - who liked Star Trek way too much)
Dexter's Laboratory (by Genndy Tartavarsky)
Johnny Bravo (by Van Partible - who brought a danish)
Powerpuff Girls (by Craig McCracken - who dressed in a swimsuit and needs a haircut)
