Is the third season of Home Movies actually five episodes long?...

.....I just went over this with Birdman.

It's 13 episodes long. Having a sudden break in episodes means nothing. Carry on.

I have another question: Why doesn't CN go off with Home Movies the same rate as the Simpsons and order 21 episodes?...

Because noone else works that way.

FOX doesn't even have a consistency to how many episodes they put in a season. Like Futurama, Season 3 was like 12 episodes and Season 4 will be 17 or something..(I'm probably wrong on the exact numbers).

The traditional standard is 13 episodes to a season.

I think Futurama was that way because it got cancelled and Fox wanted another season...

Yes Matt is correct, standard seasons are 13 episodes traditionally, some may go for 26 if they are big hitters or if the networks feel it's necessary, but I would say a 5 episode seaosn is VERY improbable. Breaks are a normal thing with newer seasons of shows, I mean look how long it's been since a new episode of Justice League has aired. (well, okay JL has gone TOO long w/o new eps, but you get the idea.)
