...using Microsoft Paint? Whenever I try to resize a pic it just crops it instead of actually resizing it. I'm trying to work on a new avatar. Can anyone help me out here?

To my knowledge, you can't. Do a search at Google for Mihov Image Resizer. It lets you shrink images and it's free.
You can resize an image with MS Paint.
Go to Image > Stretch/Skew; then you just reduce or increase the horizontal and vertical Stretch parameters by percentage to resize an image.

You can also start off when you click on "new" to go into "Attributes" (found under the "Image" tab) and select pixels, and set it for 75x75, the size required for these boards, and then paste the object but click "no" when it asks you if you want to resize it and then you can resize the image yourself to the 75x75 image.

I had the same dilemna as you awhile ago. I wanted to resize a Kiyone picture for an avatar, but I had to picture editing program. Then RogueMartian told me about MS Paint, I didn't know how to work it. I spent 2 hours fiddling with Paint before I figured it out. I wished I had asked the boards first... :(
