Curious Toon? That's the same company that's with Sheep in the Big City right?

Read on the CCF Fansite that the creator has worked on Disney's Pepper Ann, so that would explain the similarities on character design, which are great.

I thought it was Cartoon Network Studios did the animation for the show well I guest the creator felt sorry for Curious Pictures and wanted to work with them more
