Hey folks! I read about a cartoon but I have no idea which one it could be. It was released in the 1930s. The source says it was a Disney cartoon but I guess this is wrong - it sounds more like a Van Beuren or a Fleischer cartoon. The only detail I know is the end scene: A character named Balbo gives the mayor of New York his beard.
