I'm too lazy to come up with an entire schedule, so I'll just list some of the highlights of what my version of Boom would be like.
Looney Tunes would be back on Boomerang, as would The Tex Avery Show, The Bob Clampett Show and The Chuck Jones Show.
Late nights would feature 'artsy' shows like O Canada, Sunday Pants and Toon Heads.
Forget the outdated notion that Boom can't show anything beyond 1990; this would be the new home for the reruns of the Cartoon-Cartoons, as well as defunct CN shows like Juniper Lee and Megas XLR and acquisitions like Atomic Betty, TMNT 2K3 and yes, Code Lyoko. Heck, why not add a Miguzi Revisited block on here while we're at it?
I'd expand the Boom library to include classic syndicated specials from Nelvana and Those Characters from Cleveland, as well as animated movies, possibly the return of Mr. Spim's Cartoon Theater.
Maybe we could get some Filmation, Sunbow and DiC classics on here. (I know realistically there's a greater chance of opening a Planet Hollywood in Atlantis, but this is a fantasy schedule, after all.)
Every August or September I'd have special showing of classic network Saturday morning preview specials, so people of this generation could see the kind of variety-special cheese that we grew up on.
But that's just what I'd do.
Silverstar's Miguzi Revisited block idea gave me an idea: Toonami on Boomerang.
It'd use older bumpers, and air some older animes, like Sailor Moon, and older action shows in general, like Transformers.

Here's my Boomerang fantasy schedule....
1.Dump any original Cartoon Network series that currently airing on the channel.
2.Get rid of the little kiddie shows..This is supposed to be a retro baby boomer channel that airs only the "true" classics.
3.Add more of the classic theatrical series such as Terrytoons, Columbia/Screen Gems, Universal/Lantz Famous Studios and of course, the Looney Tunes.
3.Bring back Rocky & Bullwinkle, Underdog and add classic series such as The Alvin Show, Uncle Waldo, The Milton The Monster Show, Linus The Lionhearted and Ruff And Redy.

Why? Those shows are doing well on Boom, and have lots of fans. Besides, they're all at least 10 years old, and it's clear that Cartoon Network has no plans to run them in regular rotation anymore. Those shows have just as much right to air on Boom as Yogi Bear and Hokey Wolf.
2.Get rid of the little kiddie shows..This is supposed to be a retro baby boomer channel that airs only the "true" classics.Correction: it used to be a retro baby boomer channel. Boom's audience isn't just baby boomers anymore. A network can't stay time warped in a single era forever. Even Nick at Nite knows that. Time is always moving forward, so it's silly to try to pigeonhole the definition of 'classic' to one specific era.
And what makes a cartoon a "classic", anyway? It's age? Hardly. There were plenty of cartoons that were pure crap, even back then; nostalgia tends to blind us to the fact that suck is eternal. To those who grew up in the 70's, 80's and 90's, the cartoons from those eras are considered "classics". What qualifies as a "true" classic can and will vary, depending on whom you ask. Again, classic is a subjective term. If a show is old enough for some to remember it nostalgically, and Turner has or can acquire the right to it, then it's fair game to run on Boomerang, as far as I'm concerned.
People need to get over this outdated notion that Boomerang can't show anything beyond 1989. That's precisely why the channel is circling the drain right now. I've never agreed with the mentality that "every old cartoon is good, and every new cartoon is bad". To me a cartoon should be judged by its' individual merits, not by what era it was made in.
I don't see the older cartoons like Looney Tunes and Tex Avery and the later ones like Justice League and the Cartoon-Cartoons as being mutually exclusive. Ideally, there's enough room on a 24-hour schedule to accommodate them all.

:^:The above schedule would never happen in a million years (Nicktoons and Disney shows airing on Boomerang? That is a fantasy! Disney and Viacom would sooner leave those old cartoons collecting dust in the vaults than sell them out to a competing network), however I do like the idea of Turner expanding it's schedule to include some shows from other studios (although I must point out that Boom is currently showing Popeye, Tom & Jerry and Thundarr the Barbarian, which was Ruby-Spears, so Boom already shows more than just H-B toons). The problem is that it would cost mucho dinero for Turner to acquire the broadcasting rights to the Filmation, Hasbro, Sunbow, Terrytoons, 20th Century Fox or DiC libraries.
Just one nitpick, though: the Murukami/Wolf/Svenson syndicated Teenage Mutant Ninja Turtles series premiered in 1987, so it's not technically a 90s show.

I just can't wait until next year to see what the Hasbro-powered soon-to-be-rebranded Discovery Kids does with the Sunbow/Hasbro library.
I'll post my "dream Boomerang schedule" in the coming weeks. Got a few more updates I have to do on my regular site. Almost done. Wish me luck.

Here's what my Boomerang Revamp would look like:
Channelwise
I would change the frickin bumpers. How long has it been since they had those? Maybe have all of the old cartoon characters interacting in a cartoon retirement home or something. Enough with the figurines and lunchboxes, already.
Since it's not ad supported, air retro ads pertaining to classic toons during some breaks like: Jonny Quest's PF Flyer commercial, Bugs Bunny's old Tang Commercials, Flintstones ads, etc. It gives it a certain ambiance.
Make more of those "groovies" that used to air on CN.
Acquire more old cartoons. Alvin and the Chipmunks, Jem, Real Ghostbusters, New Mighty Mouse, etc all seem like fair game to me.
"Classic" is too subjective for me. If it's old enough to be considered nostalgic and they have the rights, it airs. The 90's already falls under this. When a couple of years pass, we talk early millennium CN stuff. Just trying to keep a theme for the channel.
Schedule Wise
I can't think of an exact schedule but here's what I would do:
Air any Retro cartoon they have the rights to by theme - If the theme is the 1960's,70's, 80's, 90's, Musical Moments, Nasty Villains, Love, etc- just air it. The Obscuri-thon falls under this, but I just want to go into detail about that. Nobody can complain about a lack of variety or shows getting neglected if they just air whatever they have in their library by theme. ..oh who am I kidding, people will always complain.
Obscuri-thon- This is where boomerang aires some of the lesser known cartoons. Super 6, The Ed Grimely Show, Where's Huddles?, etc.
Specials for Boomerang-Maybe have pop-up factoids with some old cartoons. Documentaries like Toon Heads and the huge Tex Avery documentary can air. Maybe some 100 greatest lists to get you guys riled up.;)
