The main cast of Cowboy Bebop have American names- Spike, Jet, Faye and Ed.

Faye came from Singapore origianally- are they Americans?

Spike is from Mars, and Ed is from Earth. don't know about Faye and Jet.

Jet was from Ganymede, I think.

Faye was also from Earth, I believe.

By that point, English/American culture had probably spread everywhere, so it's not uncommon for lots of martians to have American names.

Spike and Vicious (and probably Julia) are from Tharsis City on Ganymede.
Jet is from Ganymede.
Ed is from Earth.
Ein grew in a lab on Mars.

None of the cast (save Ed and Ein now) live on Earth.

It could be-it's a Japanese cartoon.

They make anime that takes place outside of Japan and still use Japanese text in the background so Japanese audiences can relate to it.

Big-O takes place in Paradigm City which is PRESUMABLY somewhere in the US, and in the background they use Japanese characters on things.
