Yes, the complete series has been available on DVD for some time.
These are probably the most effective training films ever made. They used humor to impart important information and they are still funny today. :D

The new Looney Tunes DVD's contain a bunch of them.
A good deal of them hold up well today.

Unfortunately, it doesn't have any bonus features, but this is your only source of getting the entire series. Even public domain video sites that feature this series don't have all of the episodes.

Ah, yes... the collaboration between Chuck Jones and Dr. Seuss (before he had that moniker, I think) really make these cartoons shine far above the standard war propaganda fare. While I do love a lot of Wartime cartoons for their novelty (and face it, some are actually really good), a lot of them are embarassing "Here's you're enemy! Hate them without discrimination! One person that lives in the country that isn't on our side is like every single other person in that country."
There was a great Dr. Seuss documentary that aired on PBS, that ellaborated on the good doctor's political history I encourage everyone to watch. Snafu is mentioned.
