Don't we have a thread like this once every two weeks?
Well, since I've never really replied to one of these "make your own CN" threads, here's what I'd do:
Six hours of Adult Swim per day, from 10pm to 4 am. From 4 am til noon is Boomerang, showing classic cartoons. Noon til 5 pm is general animation programming, including CN originals from both today and last decade (Dexter and PPG, for example) and licensed cartoons (Pokemon, Naruto, Code Lyoko... please note that I hate these cartoons but I'm being fair to the fans of these series). Starting at 5, Toonami is back with more teen-oriented action cartoons. At 8 is prime time, family-oriented toons from across time. And then we go full circle into Adult Swim, with TV-14 lead in catoons for the first hour before the TV-MA ones start. On fridays, in the place of prime time, we continue the tradition of playing new original content.
Saturday will bring back the ailing Saturday morning cartoon, with a newly rebooted version of the soon to be gone Kids WB block. At noon begins the general animation section, followed at 6 pm by a longer Saturday Toonami block that has shows not shown on the weekday blocks.
Haven't figured out what to do with Sunday yet.

I would:
-bring Toonami back on weekday afternoons
-renew Megas XLR
-renew Samurai Jack for an ending
-renew the Powerpuff Girls
-bring back Toonami Rising Sun
-give Naruto less airtime (shields self from rocks.)
-get rid of all live-action material
-renew Billy and Mandy
-renew Ed, Edd n' Eddy
-allow less edits on anime series airing on Toonami
-make good bumpers
-air holiday specials old and new
-bring back CCF
-only one episode per show a day
-get rid of adult swim's encore hours (or at least replace them with other adult swim shows).
...That's all I can think of for now.

Actually, Adult Swim/Super Deluxe TV would be managed by the people who run TBS/TNT, and Boomerang would become "Cartoon Network Classic".
My original plan was to move AS to TBS, but I scrapped that plan.

Would you cutdown on the excessive repeats of programs and air as many titles as possible?
If so, then you could probably do without CN2.

Orders of business:
-Bring back reruns of the Cartoon Cartoons
Do you mean in reruns, or in new episodes? In any case, I agree to an extent. Megas XLR ended too soon for me, but PPG, Johnny Bravo and Dexter's Lab were all pretty horrible in their final seasons.
-Bring back the old logoWhat's wrong the current logo? "CN" is easier to see in the corner of the screen than "Cartoon Network" is. In it's condensed version, the old logo looked like a gray blur and no one could read it. People have a lot of complaints about CN right now, but honestly, I don't understand the new logo hate.
-Put less emphasis on the elementary school demographicWhy limit themselves to just one age group?
-Give Toonami its own channel, and start a "Cartoon Network 2"I'd settle for Toonami going back to it's original 3 hour format. And how would this CN2 differ from CN1?
-More action: Instate Toonami on weekdays from 4-6PM, and a Saturday night block from 7PM-10PM.Toonami can stay exclusively on Saturdays for all I care, as long as it's 3 hours long, the shows are watchable and they cut Naruto down to only an half hour.
-Give Adult Swim its own channel, with the name "Super Deluxe TV" (like the website).Eh, I don't think that [as] would work in a 24 hour format. I don't need to see ATHF shown about 10 times in a day and Robot Chicken another 20 times in a day.
Take The Class of 3000 of the air(WOO!)
Too late. It's already canceled.

1. Dexter's Lab
2. Johnny Bravo
3. Powerpuff Girls
4. Time Squad (along with a few new seasons)
5. Couarge
6. Samurai Jack
7. Cow and Chicken
And among others in this time period when these shows were around.

Dexter and Cow and Chicken are on Boomerang now, and Courage still airs on CN. But I agree that a Cartoon Cartoon block on CN would be a good idea, as well as a Boomerang block for those who don't get the Boom in their homes.
However, Time Squad is done, m'friend. CN hasn't even aired the reruns in about 3 years. It's over, just something you're going to have to accept.

I know I have accepted it a long time ago. (Actually I accepted right after the last episode premired) It just I believe that it should have been giving a longer run. But as you stated earlier it is long gone. I just thought it was one show that should have at least had four season. But hey...what are you going to do?

First and foremost, NO live-action! This is Cartoon Network! (Wake up and see the light, people!) That means Jimmy and the Goosebumps have got to go!!!
My main objective? To get rid of that fried heap of mess that is Fried Dynamite and bring back Cartoon Cartoon Fridays (some with the two reality people hosting, and some with the animated people hosting).
Second, no more freakin' Foster's/Gym Partner/etc. reruns! Instead, let's bring back Superchunk!
And also, I'd bring back June Bugs, and that CN awards show that aired years back. Heck, whatever happened to that Cartoon Network blooper special that aired years back too, hosted by some guy (can't remember his name, though)?
And let's bring back all the true classics from back then (Looney Tunes, etc.) and modern-day (Dexter's Lab, Powerpuff Girls, Johnny Bravo, etc.)! Let's bring back the Laff-a-Lympics, if that's too much to ask. (Heck, if we can, let's throw in some Archie cartoons!)
My personal request to CN: if there is any non-original CN show that we should bring back to the channel (as a whole)...bring back Totally Spies. I know that we don't want this channel to be like Nick or Disney, where everything is female-girly-oriented, but this is a good show that we haven't been really seeing for some time now. We TS fans have been loyal and begging on our knees to put this show back on primetime and bring season 5 to the USA. We're still asking you...PLEASE.
So, those are my suggestions. Let's make CN unique again! (Hey, that kinda rhymes!)

This particular topic comes up every couple of months. Nonetheless, here's the abridged version of what I would do:
1) Cartoon Network would go back to being a CARTOON Network. I would re-adjust the channels' focus back to animation. The only live action that would be permitted on the network would be live action host segments or wraparounds to the animated programming. No more non-animated programming like Goosebumps or Out of Jimmy's Head, regardless of how silly and "cartoony" the content may be. Let Nick and Disney Channel handle the live action kidocms. Ratings be damned!
2) Cartoon Network would go back to being a channel for animation fans. The original CN was not a kids' channel; it was an animation channel that was safe enough for kids to watch. There's a difference.
3) No more live action movies, unless they have a certain amount of animated content. Films that combine animation with live action such as Who Framed Roger Rabbit?, The Mask or The Phantom Tollbooth would be permitted. Films that have nothing whatsoever to do with animation such as The School of Rock, The Goonies or Snow Day would not. No more live action movies based on cartoons either (my network, my rules).
4) Restore Toonami to it's original 3 hour glory. Bring in some more non anime programming to the block, and no more than a single half hour of Naruto.
5) Have a retro block of old school programming and Cartoon-Cartoon shows from the past that would air in the afternoons to early evenings. Also, I would bring back Toon Heads.
6) Bring MTV's Liquid Television and Tech TV's Eye Drops to Cartoon Network. They could air on [adult swim]. Although the latter could also air on CN just before [as].

I know that we don't want this channel to be like Nick or Disney, where everything is female-girly-oriented,
Since when is everything on Nick female/girl oriented? The only shows that would only appeal to girls only on that network are Zoey 101 and Unfabulous, the latter of which only airs once a week. Most of the network consists of shows for general kid audiences, both girls and boys.

8:00am A Pup Named Scooby Doo

9:00pm Spider-Man (1995 version)

Attempt to pass a law banning straight-to-DVD Disney Movies
The hell that has to do with CN? Anyway, I've been planning a big plan like this, and here I go:
First of all, renew Ed, Edd, n' Eddy. Considering that the show still does well in the ratings, there is no reason why it should end. Personally, I just want a constant on CN, and it's renewal will do.
Don't know about bringing back Cartoon Cartoons, but at least Powerpuff(reruns at least. The show had it's day), since the GACr's would provably have a fit seeing it on Boom.
Try a Toonami weekday schedule. Once we go to Naruto fillers, I'm sure noone's really going to want to sit through it all ,so let's go through 1 new ep a day, with repeats of One Piece, Storm Hawks, and DBZ to compilment it, and on Friday, give all of these new eps but replace DBZ with a second new Naruto.
Cut [as] in half. Does it really need seven hours a weekday of repeats? Maybe replace it with Late Night Black & White.
Speaking of LNB&W, let's take off Tom & Jerry and replace it with the Acme Hour, just to get some classic Looney/MGM/Fleshicer. We'll still show some T&J toons on it, too.
Cut Scooby time in half. Once again, does WAY? and WNSD really need three airings? It's not even October for christ's sake.
And lastly, for now, anyway, cut off the live-action. It's not our thing, it will not be our thing, that will be thatI had to rush that, and I probably have more to add, but what do you tihnk?

The exact same schedule every single day? Now that's what I'd call boring.
C'mon, that's what nearly killed Cartoon Network back in '95: lack of variety and too many reruns of canceled shows with no original productions to balance them out. Your channel's ratings would take a nose-dive within a year, because people don't want to see the same thing every single day, especially without the promise of new episodes.
This topic comes every other month, so I'll just run down the abridged version of what I'd do:
Remove the live-action shows and movies. No Jimmy, no Goosebumps, no toku. The only live-action would by hybrids like Roger Rabbit and The Mask or the occasional live-action hosts or guest stars, like on Space Ghost: Coast to Coast.
An original preschool block for the kiddies.
A weekday afternoon action block, like Miguzi, only with better shows and wraparounds.
Resuscitate the Cartoon-Cartoon movement, with new, quality original cartoons for prime-time.
A prime-time block similar to [adult swim], but more 'family friendly', aimed at general audiences.
Make a conscious effort to bring in girl viewers as well as boys.
Restore Toonami to its' former glory; less Naruto and niche shonen anime and a wider variety of action animated programming, from other nations besides just Japan.
A Boomerang block for old-school animation fans who don't get CN's sister channel.
A classic Cartoon-Cartoon block.
A show called Jam Shorts, in which classic cartoons, animated segments and short films get the MST3K treatment.
Documentary shows profiling giants and legends in the animation industry.
A forum-type show in which a panel of experts and fans discuss vital animation-related topics of the day.
A show for animated short subjects from around the world, of a more 'adult' variety, possibly as a lead-in to [adult swim].
Cut [as] in half (Darklordaviator originally suggested this, and I think it's a good idea, since I don't usually watch [as] beyond 12:30 anyway). In its' place they could air Late Night Black & White or some retro shows like on early Cartoon Network or Boomerang. Possibly some of the Boomeraction shows could air here.

When's the Ed, Edd and Eddy movie coming out anyway?
