In a press release I heard TMNT FF would come to CN but it never happened. Were the ratings for 2k3 so low that they dropped the idea?

The press release never stated how long it would be before Fast Forward aired on CN. Though I doubted from the beginning it would, it's possible they are waiting for all the episodes to air on 4K!ds TV first, much like they did with the first two seasons of TMNT 2003.

The marathon they ran when TMNT came to theaters proves they still have the rights to 4K!ds TMNT, but how long they have those rights is also unknown.
