LOS ANGELES (June 13) - A woman who lay bleeding on the emergency room floor of a troubled inner-city hospital died after 911 dispatchers refused to contact paramedics or an ambulance to take her to another facility, newly released tapes of the emergency calls reveal.

Edith Isabel Rodriguez, 43, died of a perforated bowel on May 9 at Martin Luther King Jr.-Harbor Hospital. Her death was ruled accidental by the Los Angeles County coroner's office.

Relatives said Rodriguez was bleeding from the mouth and writhing in pain for 45 minutes while she was at a hospital waiting area. Experts have said she could have survived had she been treated early enough.

County and state authorities are now investigating Rodriguez's death. Relatives reported she died as police were wheeling her out of the hospital after the officers they had asked to help Rodriguez arrested her instead on a parole violation. Sheriff's Department spokesman Duane Allen said Wednesday that the investigation is ongoing.

In the recordings of two 911 calls that day, first obtained by the Los Angeles Times under a California Public Records Act request, callers pleaded for help for Rodriguez but were referred to hospital staff instead.

"I'm in the emergency room. My wife is dying and the nurses don't want to help her out," Rodriguez's boyfriend, Jose Prado, is heard saying in Spanish through an interpreter on the tapes.

"What's wrong with her?" a female dispatcher asked.

"She's vomiting blood," Prado said.

"OK, and why aren't they helping her?" the dispatcher asked.

"They're watching her there and they're not doing anything. They're just watching her," Prado said.

The dispatcher told Prado to contact a doctor and then said paramedics wouldn't pick her up because she was already in a hospital. She later told him to contact county police officers at a security desk.
A second 911 call was placed eight minutes later by a bystander who requested that an ambulance be sent to take Rodriguez to another hospital for care.

"She's definitely sick and there's a guy that's ignoring her," the woman told a male dispatcher.

During the call, the dispatcher argued with the woman over whether there really was an emergency.

"I cannot do anything for you for the quality of the hospital. ... It is not an emergency. It is not an emergency ma'am," he said.

"You're not here to see how they're treating her," the woman replied.

The dispatcher refused to call paramedics and told the woman that she should contact hospital supervisors "and let them know" if she is unhappy.

"May God strike you too for acting the way you just acted," the woman said finally.

"No, negative ma'am, you're the one," he said.

The incident was the latest high-profile lapse at King-Harbor, formerly known as King/Drew. The Los Angeles County Board of Supervisors is investigating claims of recent patient care breakdowns, including Rodriguez's case.

Federal inspectors last week said emergency room patients were in "immediate jeopardy" of harm or death, and King-Harbor was given 23 days to shape up or risk losing federal funding.

Dr. Bruce Chernof, director of the county Department of Health Services, which oversees the facility, has called Rodriguez's death "inexcusable" and said it was "important to understand that this was fundamentally a failure of caring." He has said conditions are improving, though.

A call Wednesday seeking comment about the 911 tapes from the department's communications office, which handles information about the hospital, was not immediately returned.

Dr. Roger Peeks, the chief medical officer at the hospital, was placed on "ordered absence" Monday, the Times reported. Health officials declined to elaborate, saying it was a personnel matter. Dr. Robert Splawn, chief medical officer for the health department, was named interim chief medical officer, the newspaper said.

And yet here's the proof of it.. But then it's not only the 911 dispatchers who were the problem here, but rather the hospital itself.

Here you have a woman who is suffering from a perforated bowel, and is bleeding internally, she's going into septic shock, and what has the emergency room done? Zilch.

Believe me I should know about these things and I can relate a similar story here about a friend of mine who sat 9 hours in an Emergency Room waiting room at a local Tucson Hospital who triage patients every day, with a full blown case of bronchitis and running a temperature of 99 + F.

Now what did they do in that 9 hours? They triaged her which took 30-40 minutes of waiting and then checked her out physically, and then had her wait in the emergency room for another 8 hours while they got a "bed" for her ready... and yet here's the irony... in that 8 hours she was sitting there they had a traffic accident patient come in and that was it. But when they finally took her to the bed 9 hours later, she noticed twhen she was walking into the actual ER, that there were a lot of empty beds.. That's right you heard me correctly. Empty beds..

After that? She got seen by a doctor and then the doctor after looking her over in less then an hour decided the best thing to do was to send her home.. Without as much as a breathing treatment, or even antibiotics. Just looked at her then kicked her out of bed and had her go home.

Inside of a week, she was back at the exact same hospital, this time running a temp of well over 100, and now having full blown pneumonia. Again triage was okay, but then she waited 6 hours with the full blown pneumonia, gasping for breath, yet again.. and again the empty beds in the ER. This time the doctor came in looked her over and then prescribed something she was allergic to. (That's right, you heard me, the doctor prescribed a drug she was allergic to!)

Now my friend is both a diabetic and an asthmatic, and yet here was a doctor who literally refused to stabilize her or even treat her properly. There was no blood sugar levels checked,no blood pressure check, no labwork, not even an X-ray. In short absolutely zilch. There wasn't even a breating treatment given to her, and worst of all the doctor perscribed her a medication she was allergic to, and when my friend tried to explain this to the ER doctor, the doctor actually argued with her and yet still prescibed the medication she was allergic to.

Do the words 'Lawsuit" or "Malpractice suit" come to mind?

The bottom line is this. Some hospitals do take care of their patients.. Some of them do not. Some of them treat you immediately and get you stabilized, others make you sit and wait and suffer through hours of agony and pain.

And some hospitals, like this one should be shut down and in fact from what I heard the head doctor of the hospital got an "excused leave" without pay.

Believe me having dumb 911 operators are one thing.. But having dumb doctors and nurses not recognizing the fact that here was a woman puking up blood on their sterile white floors isn't a sign of trouble?

Believe me, if this was happening to a patient and they did that, they would be in a bed and being stabilized for the problem, and they would have everything done so that they could be rushed into an ER Operating room just because of the fact of the blood puking.

So this isn't just about the dumb 911 operators, this is more about how our medical system has failed us, the patients. Imagine what will happen when someone else dies while waiting for help, which is less then 10 feet away in the ER.

This is not the first time it has happened nor will it be the last.. But sooner or later people will start dying in hospital ER's that are there to serve the patient rather then to have them set and wait for a so called empty bed.

But frankly this is proof of where our medical system has gone.. straight into the toilet. Pure and simple.

While this is a horrible story and there needs to be accountability, I have severe doubts this is indicative of a systemic problem without a considerable amount of additional evidence.

How does he feel XTAP? Well I will say this.. Whoever it was in that department is gonna find out the hard way what he'll feel like when he has a 'Pink slip' handed to him.. or he'll be fired and not even get an ounce of respect from his family, friends or neighbors.. then the reality will sink in.. but that's only half the problem....

I guess you didn't read my post there GWOtaku, and the reason why your comment makes much sense is that in a lot of cases, the problems are indeed Systemic. and it's not only on levels like Hospitals and 911 services, but on all levels be it law enforcement, or medical care.. and believe me you want proof? I got people complaining to me about issues where in some cases they've had to sit an entire 24 hour day in an ER without seeing a doctor. or the fact that people that should be there aren't being treated, and people who are there for minor issues are in fact are being treated.. I mean What does triage mean really? I'll tell you what it means. It means if you are having chest pains or you are horking up blood, you need to be seen first.. Yet a lot of times I've seen it where a minor sprain or a toothache gets seeen before the guy (or gal) with chest pains.. and believe me, a heart attack can kill you in six minutes.. a toothache can kill you in a few months.. so then if you're having chest pains and someone else is having a tooth ache, should you sit and wait six minutes before you crumple onto the floor of the ER literally turning blue, while the guy with the toothache gets treated and released?

that's really a systemic problem when folks are triaged badly.. a lot of times, folks who aren't supposed to be there are seen first, and others who need direct medical attention don't get it.. all because Some joker has a toothache.. Just remember that when someone you love and care horks blood up in the ER and dies in your arms.. that's the real tragedy of this story.. watching someone you love and care about die without getting help..and that's the real lesson here..

I'm with your dad, since the problem in this particular story is with the hospital itself, not any failing of the 911 system.

And since I work with 911 dispatchers, I can tell you they are not idiots.

There's going to be idiots no matter where you go. Unfortunately for this woman, the idiocy around her was fatal.

This just shows how insensitive and incompitent the human race is even when faced with the life of another person slowly slipping away in front of them, when they have all the means of helping them

I've seen this story on the news. It really is incredible how the hospital just flat out ignored this woman just as he she lay to die. I'm not entirely too sure, but is this also a matter of race? Maybe the staff didn't want to deal with the woman because she is latino?

I've heard the tape on the news. The 911 dispatcher was not acting like an idiot, he was just contemptuous. After all, the incident occurred inside a hospital. Wouldn't it sound strange (and maybe unprofessional) if the 911 dispatcher had to call an ambulance to report to a hospital? There is a chance that the ambulance could refuse the call because the incident is already taking place in a hospital where treatment for these matters are already supposed to take place.
