So, the quote is probably about:
Lois/ Batgirl or Catwoman (maybe Lana.)
Could be Red Claw/ Poison Ivy/ Harley
I don't remember Supergirl ever being "down" anywhere. And Talia's not important enough to be referred to in a quote.

I'll take a guess..

He already gave you a clue, but I don't think it's as BIZZARE as he says. Frankly though, I wasn't sure if this was right until that informative little clue because I thought the line was worded different.

I'm gonna guess Clark from "Bizzaro's World". He and Bizzaro are flying along side a missle headed for Bizzaro's mock Krypton. Clark reminds him that Lois is down there, so she'll die too.

Of course, it's just a guess. Here's another one anyway:
