See, Miguzi was made as an action block that (correct me if I'm wrong) targets the 9-12 demograph, and replaced Toonami last year. All shows have been classified as action shows. If Camp Lazlo aired, it would seem out of place, as it is a comedy cartoon.

I think you're misunderstanding what Miguzi is meant to do. Miguzi is a comedy/action cartoon bloc, which means the series needs to have some sort of action element in it. Unfortunately Camp Lazlo isn't an action cartoon, thus doesn't have a place there. Great series that are not on Miguzi, but would be a better fit are Juniper Lee, Kids Next Door, and Megas XLR.
