The DIC seasons of Captain Planet are regarded as the best by most fans, in particular strong episodes like "The Conqueror", "Canned Hunt", and the contraversial "Population Bomb"

Well, Smurfs was an aquisition for DiC, and apparently they've also aquired Captain Planet. One package has The Littles w/ Inspector Gadget's field trip, another has Sherlock Holmes in the 22nd Century w/ Captain Planet, and the 3rd has Sabrina: The Animated Series w/ Super Duper Sumos. It won't surprise me to see these lineups rotate again in the future though with Archie's Weird Mysteries, Stargate Infinity, Liberty's Kids, Smurfs, Berenstein Bears, and Sabrina's Secret World still being available to DiC.

DIC MADE captain planet.. Yep, but the series itself is owned by Turner Broadcasting/Warner Bros. DIC was only contracted by Turner to produce the series, Turner retained all rights.

Yep, but the series itself is owned by Turner Broadcasting/Warner Bros.
DiC made "Captain Planet and The Planeteers" and "The New Adventures Of Captain Planet" was made by Hanna-Barbera. As you said, Ted Turner does own the rights.
