The strange noises is probably your CD being grinded. Check to see if there's a ring on the CD.. that's usually not a ring initially manufactured but a perfect circle's worth of scratching. Pretty much rendering the disc unusable. Fate befell my Damarcy CD when I tried adjusting the tray alignment.

Your PS2's broken, simple as that. SONY lost a lawsuit about this, so they have to fix it for free. I know from firsthand experience, as my POS Playstation broke playing San Andreas last year. I tried every holisitc solution I could find, but I ended up sending it back to SONY. The repair job took two weeks, but the system works again. The damn thing still clicks and whirs though, so I don't know just how good of a job they did...
If you want SONY to fix it, go to GameFAQs and check the PS2 system FAQs. They have instructions there on what you need to do, and there's things you need to know before doing anything yourself. For instance: SONY doesn't have (and won't offer to) to do anything for you unless you know about and mention the lawsuit.

If you don't want to risk breaking it yourself, then just send it off to Sony. Mention the lawsuit, and they'll fix it for you and stuff. If they don't... just sue the pants off of them. :D
If you don't want Sony to fix it for you... I'm sure there are guides over the internet which will help you and such. If you're stinkin' rich, just buy a new one... although I don't see that one happening

Hmmm...some of my games have a ring on them, but I didn't realize that was a scratch. They still seem to play okay. you know, the front of the tray kind of broke and it's basically just hanging on the end, would that have anything to do with the ring being there? Should I just take off the front of the tray completely?
Edit:Nope, the ring on my disc was just dust. Came out after one cleaning.
