I mean, with each episode lasting 15 minutes, wouldnt it be easier (and less expensive) to just have them all on one disc? I can see stuff like SG:C2C and Venture Bros, but theres no excuse for 2 disc sets of ATHF and Sealab.

Well there is the whole quality issue. Then again I know a man that managed to fit every single season of Family Guy (the offical Fox versions) on one DVD and kept in all of the features with perfict quality. If an unprofessional person can do a better job than a company that mass produces it, then yes it would make sense to have those episodes of Sealab and ATHF on one DVD.
Furthmore having every episode of The Brak Show in one DVD collection makes better sense too, but this is WB we're talking about.

I'm willing to bet it costs $2 max to make the packaging.
And I'd like to know how this person managed to fit all of Family Guy + all the extras with no dip in quality. Unless it was one of those new HD-DVDs or Blu-Ray or whatever. If you go with super-ultra-HD quality, you can fit about 6-8 half-hour episodes, sans extras. Commentaries and text extras are smaller, so they can fit a bunch on there. Video extras cost more memory, which is why they're usually shorter.
One reason that CN Boxsets (since Samurai Jack is also in this type of packaging) are like this is because it looks more affordable to the casual consumer. A casual consumer is more likely to pick up a 2-disc, very thin ATHF set at $20-$30 than a 4-disc book of ATHF that costs $60+.
I personally wish they'd go with a stronger cardboard, but that's me. Oh, and I want them to put the security tag on the proof of purchase instead of inside the clear plastic casing part.
