My guess:

It's not tunnelling software OR any form of "internet matchup" service. The way the hints describe, it looks more like a LOCAL AREA matchmaker service (as in, limited to the radius you live in) to help people find others in their city.

IMO, it sounds like some sort of short range GPS system. Maybe they'll make it show streets so you can draw directions for your friend. That would be pretty cool.
