who owns the rights-- Universal? or someone else?
what era should be collected first?

I think it's Universal are rights to Woody Woodpecker and other Walter Lantz shorts but a Walter Lantz site created by Jon, Jack, Thad and Pietro existed since 2 years.

Columbia House (http://go.columbiahouse.com/tv) has released a set of Woody DVDS which are only available on a subscription deal through them.

I wouldn't expect any other DVD set to be released anytime in the near future.

Universal would probably issue DVDs of the 1999 remake (which a lot of fans believe is an inferior product) before they put the originals on their own DVDs.
Not that it would be a bad thing for me, since I got hooked on the remake the first time it was shown five years ago.
